The Inland Empire's Top Universities
A definitive guide to the leading universities across Riverside and San Bernardino counties — from UC Riverside's R1 research backbone to CSUSB's social-mobility leadership, Loma Linda's health-sciences powerhouse, and a strong cohort of private universities shaping the region's future.
Why Study in the Inland Empire?
The Inland Empire is one of California's most important higher-education regions — anchored by UC Riverside, a Carnegie R1 public research university, and Cal State San Bernardino, a top national performer in social mobility with a two-campus footprint that also serves the Coachella Valley. Around them sits a strong private-university cohort: Loma Linda University (one of California's leading health-sciences institutions), the University of Redlands (a top regional liberal arts university), California Baptist University (the IE's largest private Christian university and NCAA Division I), La Sierra University, and the newly founded California University of Science and Medicine — built specifically to address the region's physician shortage. Together they form a practical, ambitious, two-county university map.

California Grants & Aid
California offers some of the most generous financial aid in the nation — and Inland Empire students are among the largest beneficiaries. Here's what you need to know to minimize cost and maximize opportunity.
The Most Important Step: File Your FAFSA by March 2
Nearly all financial aid — federal grants, Cal Grants, UC grants, and institutional scholarships — requires a completed FAFSA (or CADAA for eligible undocumented students). File early and don't miss California's March 2 priority deadline. Many Inland Empire families leave thousands of dollars on the table by not filing.
Cal Grants
California's primary state-funded financial aid program. Cal Grants are free money — they do not need to be repaid. Available to California residents attending qualifying universities. Covers tuition and fees at CSU and UC campuses, and provides a fixed grant toward private university tuition.
Eligibility: California resident, enrolled at qualifying CA college, meet income and GPA requirements, file FAFSA or CADAA by March 2 deadline.
FAFSA (Free Application for Federal Student Aid)
The FAFSA is the gateway to all federal and most state financial aid, including Cal Grants, Pell Grants, federal student loans, and work-study. Every student should file, regardless of income level.
Eligibility: U.S. citizens and eligible noncitizens. Must be enrolled or accepted at a qualifying institution.
California Dream Act Application (CADAA)
The CADAA serves as the state financial aid application for undocumented students who qualify under AB540. It opens access to Cal Grants, institutional aid, and some UC/CSU grant programs.
Eligibility: AB540-eligible students attending qualifying California colleges.
UC Blue and Gold Opportunity Plan
UC's guarantee that families earning under $80,000 per year will have systemwide tuition and fees fully covered by scholarships and grants. Especially important for IE families with students at UC Riverside.
Eligibility: California residents with household income under $80,000, enrolled at a UC campus, FAFSA filed by deadline.
Federal Pell Grant
The largest federal grant program for undergraduate students with financial need. Pell Grants do not need to be repaid and can be used at any qualifying institution — used extensively by CSUSB and UCR students.
Eligibility: Undergraduate students with demonstrated financial need. Maximum award varies by year.
Middle Class Scholarship (California)
California's newest financial aid program provides up to 40% tuition coverage for middle-income students attending CSU or UC campuses. Designed for families earning up to $217,000 — relevant for many Inland Empire households.
Eligibility: California residents at UC or CSU, household income up to $217,000, asset ceiling applies.
Where to Search for Scholarships
Beyond state and federal aid, each Inland Empire university offers its own scholarship programs. Always check the school's official financial aid and scholarship pages first — these are often the largest and most accessible opportunities for IE residents.
